What is this in my 1983 tilt steering column?

    Lifted, exhaust, intake, body-off refresh
    I'm rebuilding my 1983 CJ-7 tilt steering column and have no idea what this piece is. It has 2 spring contacts on top, and (I think) 2 spring contacts on the backside. I have no idea how the spring on the backside goes as it came off when I pulled out the main piece.

    1st question: What is it?
    2nd question: How does it go back together?
    3rd question: Does anyone make a new replacement piece?

    Any suggestions or advice is appreciated!
