Jeep Compass No Communication

Hi Everyone I have an issue with my 2008 Compass. My Computer died when I pulled out of my driveway. I sent it to Flagship who programmed another one to my car. I put it in. No crank no start . Checked with Autel scanner. No communication with PCM,TCM OR FINAL DRIVE MODULES. I went into the Body Module and I only get a U1415 code. Implausible / missing vehicle configuration data. I checked all relays at the block in fender well. They are working . then again the small Brown/white wire has 12 volts with key off and when I put key in on or start position I loss all voltage at that wire which I think feeds the PCM.
at the ignition switch I have 12 battery and the next pin is 0 until I put the key to run then I have 12 volts there. The third wire I have 4.78 volts with key off and it drops to 1.2 volts when I turn the key on to run position . The last wire is Black/yellow. That’s ground .
Can anyone put me in the right direction to solving this major headache ?
