Check engine light indicates fuel delivery problem, fuel filters splitting

The jeep was having problems with a check engine light (don't have the code right now). Something to do with fuel delivery. It would blink upon acceleration and the vehicle would be sluggish. I thought "okay, probably just debris in the line." I poured barryman B12 into the tank, it ran a little better, but same issue. So I decided to replace the filter. The code was still there, but it was drivable. This was almost a year ago.

So now, the jeep keeps splitting fuel filters. It split the one I put in there and a new one that was put in there by someone else. I also noticed a hissing sound and traced that back to a busted fuel return line. So there is too much pressure in the system.

I have done a little research and found that the filters function as the fuel pressure regulator. So I think replacing the oem filter caused too much pressure buildup and overtime has caused it to bust (just a hunch) which could also explain the busted fuel line that was not busted before when I was replacing the original filter. They are supposed to last the "life of the vehicle". The check engine light is still in the mix (I will run my code checker on that this weekend. I feel like it was something to do with an injector).

My issue is where do I go from here? What kind of filter should I use? I have the old one still sitting around or I could bank on another new one. I am definitely replacing that busted line. I just don't want to go on a wild goose chase.
