the back liftgate on my JK seems to go up 3/4 of the way, not all the way like I've seen some JK's and other jeeps, any ideas?

Welcome! The lift struts might be getting weak, and need to be replaced

I am assuming a 2015 is still under warranty...might want to let the dealer figure it out. Other than that, if there is nothing getting in the way, it then pretty much has to be one of the struts (as Chris said). Can you (gently) push it up all the way? Look for a bend in one of the struts. You can disconnect then one at a time to see which is not extending all the way.
